RAMP - Workforce Development Program

The RAMP Program presents multiple pathways to employment and helps residents navigate greater financial independence. We understand that workforce development is essential to our vision. The RAMP program presents multiple pathways to employment and helps residents navigate greater financial independence.

The key components of the RAMP Program are: 

  1. an elongated onboarding process to prepare participants during the pre-construction period for construction jobs and opportunities;
  2. ongoing collaboration, beginning in the pre-construction period, between the sponsor and contractors to ensure that residents are hired and that First Source and Section 3 goals are achieved;
  3. layered wrap-around services to promote retention and to improve soft skills; and
  4. financial management assistance to support participants with long-term planning.

The Process

POAH is collaborating with diverse stakeholders to identify residents, provide training opportunities and job skills development, and place residents into construction jobs.The workforce development program meets participants where they are to ensure access to real opportunities for meaningful employment. 

  • Recruitment: POAH’s RAMP team and partner organizations build relationships with residents and inform them about available jobs and training programs.
  • Assessment: POAH will perform an intake and pre-screening of referred Barry Farm residents and match applicants to a financial literacy coach. The intake process will be an initial assessment of job readiness and financial literacy and will sort residents into the following three categories in the recruitment pipeline
  • Match: Once residents have been assessed, POAH’s RAMP team will engage program partners for referrals and job placement.
  • Placement:  Placement can fall into the three categories below:
    • Direct Hire: Referred directly to the general contractor for hire.
    • On-the-Job Training : Referred directly to RAMP team members and contractors for on-site training. 
    • Jobs Skills Development : Referred for additional support to enhance skills before entering the recruitment pipeline.
